Business Case Development and Management
The development of a robust business case is arguably the most important deliverable for a project, not only for the client, but for potential contractors, the public and all other stakeholders involved.
A well-considered business case will clearly outline the key objectives and goals of the project, as well as identifying the key project benefits for broader end users. This will assist with achieving project funding and minimise otherwise lengthy timeframes for post business case stakeholder consultation, documentation development and procurement.
Our team have experience in both preliminary business case and detailed business case development, for both private and public clients. We are experienced in the alignment of public policy and business case development, using frameworks such as the Queensland Government Project Assessment Framework, or PAF, process.
- Our team have consulted with a wide range of stakeholders, in order to develop considered business case documents which are reflective of the needs of our clients, the end user and all stakeholders involved. In doing so, we have experience in consultation with independent Authorities for the purpose of review and comment on a business case (such as Building QLD), as well as the preparation of documentation for the Cabinet Budget Review Committee (CBRC) at a State level.
Experience

Energy
Completed both a preliminary evaluation and detailed business case for the Delga Park Substation power distribution requirements for well gathering, water treatment and processing, brine concentration and trunk line infrastructure for QGC.

Transport
Supported BCC in developing an options report, a preliminary evaluation and detailed business case for Brisbane Metro, including financial and commercial procurement support, detailed options analyses and assessment, risks management framework development and administration, constructability advice(s) and project controls overarching management.

Rail
Advised the Country Rail in NSW within its preliminary evaluation phase for options analyses, valuation engineering and cost estimation, financial and commercial analyses and risk framework development and administration for a confidential capital infrastructure project.

Rail
Completed a strategic review of the future Rail Network Strategy for DTMR in Queensland, including timetable development, program and stakeholder management and contributions to Cabinet submission(s).

Water
Prepared an options report including detailed commercial, financial, risk, scope, constructability, and schedule focuses that was adopted as a preliminary evaluation business case for a confidential stevedores port acquisition and redevelopment project in Western Australia.

Transport
Managed the Preliminary Evaluation phase for the Brisbane to Beenleigh Rd Upgrade Project for DTMR in Queensland, including several options developments, workshop facilitation(s) and design for safety upgrading of a 19km section of Brisbane-Beenleigh Rd which is one of Qld’s poorest safety performing roads.
