Cost Estimation, Review and Evaluation
We understand the importance in establishing robust cost estimates prior to a project commencement, and how to manage costs through delivery to completion.
Our team has completed first principles cost estimates, peer reviews and independent evaluations for mines, solar farms, power stations, water and wastewater facilities, airports, rail, gas and petroleum facilities, mineral processing plants, ports, universities, roads and bridges and other associated infrastructure.
- Our multi-disciplinary team advises at each stage of the project lifecycle, across all contract forms including cost plus margin, lump sum, design and construct, and alliance / collaborative partnership arrangements to name a few. We expertly identify cost and commercial risks during the estimation process, identify appropriate management strategies to reduce (or to remove), to ensure our knowledge is shared with our Client partners to help make informed decisions.

We are hands-on, and able to facilitate consultation and negotiations with a wide range of stakeholders, providers that include community organisations, government and traditional owners.
Experience

Airports
Preparing first principle cost estimates, and following, program commercial cost progress reviews an independent evaluations for airports and supporting infrastructure, including Brisbane, Coolangatta, Wellcamp, Western Sydney and Heathrow Airports.

Major Road Projects
Provided cost estimation and commercial advice for several major road projects including, in Queensland, Kingsford Smith Drive Upgrade, Brisbane Metro, Legacy Way Tunnel, Western Freeway Upgrade, Toowoomba Second Range Crossing, Hale Street Link and several Bruce Highway Upgrade Projects, and the Pacific Highway, Northern Road Upgrade, and Northconnex in NSW.

Water and waste water treatment plants
Advised Brisbane City Council, Redland City Council, and Whitsunday Regional Council water expansions, APLNG water dispensation commercial strategies and end of life remediation, and the Kenya and Northern Water Treatment Plants for QGC in Queensland as part of the $15b QCLNG project.

Oil and Gas
Prepared first principle cost estimates for the Origin APLNG, Arrow and QCLNG LNG projects for lump sum and design and construct contracts for business case, procurement, delivery and dispute resolution phases.

Natural Disaster Relief
Co-authored and led the implementation of the Queensland Plant and Equipment Evaluation Framework for the Queensland Reconstruction Authority, and development, and management of the 2020 revision. Developed and managed an auditable an robust benchmarking framework, including management of ongoing consultation with Queensland Councils, trends and analyses.

Rail
Undertook cost planning and budgetary reviews on several options of the new Wester Sydney Airport rail corridor, Sydney Metro and the Country Rail Network for Transport for NSW. For Sydney Trains and RailCorp in NSW, we have provided whole of life costing analyses, remediation estimates, asset revaluations and first principle estimations for new station upgrades and the entire network including full bridge replacement costing totalling $35b. In Queensland, we have provided first principle estimates for network upgrades, station and asset relocations.
